facts that entitle a person to sue or bring his case to the
court, or a factual situation that entitles one person to obtain
from the court a remedy against another person. (Letang v.

to the facts alleged by plaintiffs in their
pleadings, the reason - why they bring the case against the
defendant, the Federal Republic of Nigeria, is that a public
entity was planning to demolish a waterfront in Bundu
