From the forgoing, and in the absence of any substance invoking human rights
jurisdiction, the Court holds fast that it lacks the competence to adjudicate on this
matter.
DECISION:
The Court adjudicating in a public sitting after hearing the Parties in the last resort
after deliberating according to law;
DECLARES:
That it is incompetent to entertain the suit.
AS TO COSTS:
Parties should bear its own costs.
