Notice shall be given in the Official Journal of the Community of the date registration of an application initiating proceedings, the names and addresses of the parties, the subject- matter of the proceedings, the form of order sought by the applicant and a summary of the pleas in law and of the main supporting arguments. Article 14 1. The Chief Registrar shall be responsible, under the authority of the President, for the acceptance, transmission and custody of documents and for effecting service as provided for by these Rules. 2. The Chief Registrar shall assist the Court, the President and the Judges in all their official functions. Article 15 The Chief Registrar shall have custody of the seals. He shall be responsible for the records and be in charge of the publications of the Court. Article 16 Except as otherwise provided in these Rules, the Chief Registrar shall attend the sittings of the Court. Section 2: Other Departments Article 17 1. The officials and other servants of the Court shall be appointed in accordance with the provisions of the Staff Regulations. 2. Before taking up his duties, an official shall take the following oath before the Court: "I swear (declare) that I will perform loyally, discreetly and conscientiously the duties assigned to me by the Court of Justice of the Economic Community of West African States” Article 18 The organization of the departments of the Court shall be laid down, and may be modified, by the Court on a proposal from the Chief Registrar. Article 19 The Court shall set up a translating service staffed by experts with adequate legal training and a thorough knowledge of several official languages of the Court in accordance with Article 87(2) of the Treaty.
