Facts of the matter
It is apparent from the record, that, on 17 November 2009, following his success
in a recruitment test, the Applicant signed an employment contract for the position
of Head

Planning
Corporation
and

Strategy

at the
Rwanda
Water
and
(hereinafter referred to as “RECO & RWASCO’),
Water and Sanitation Authority (EWSA).
On
State-owned
Sanitation
Rwanda
Corporation
which later became the Energy,
13 April 2010,
the Applicant was
dismissed without notice.
The Applicant alleges that he was recruited in accordance with the procedures
established
by Law
No. 22/2002
of 9 July 2002
on the General
Rules and
Regulations governing the Rwandan Civil Service. He therefore considers that he
was a
civil servant and that his dismissal should be governed by the applicable
law in that regard.
