Complaint not come across anything which would amount to disparaging or insulting language. The Commission therefore finds that the requirement in Article 56 (3) has been met. 40. Article 56 (4) of the Charter requires that the Communication must not be based exclusively on news disseminated through the mass media. The Complainants submit that the Complaint is not exclusively based on news disseminated through the mass media, as the Complainants are the sisters of the Victim and have personal knowledge of his death.
