Where the Committee approves an application to submit an amicus curiae
brief, the applicant shall submit the brief in any of the working languages of the
Committee as directed by the Committee within 60 days of the Committee’s formal
response to the applicant.
SECTION XVIII: DELIBERATIONS ON THE MERITS
OF A COMMUNICATION
1) Upon the receipt of all arguments and evidence on the merits from the parties,
the conduct of any hearings or any on-site investigations, the Committee shall
deliberate on the merits of a communication and prepare a Report on its deliberations.

The Report under paragraph 1 above on the Committee’s deliberations shall
cover its examination of the arguments and evidence presented by the parties,
information obtained during hearings and on-site investigations. The Committee
may also, on its own initiative, take into account any other information that is a
matter of public knowledge relevant to the Communication.
3) The Report shall include names of the Chairperson of the Committee, the
Rapporteur or members of Working Group for the communication, if any, the
members of the Committee participating in the deliberations and any member of
the Committee who did not participate in the consideration of the communication
for reasons of incompatibility, the decision reached and any dissenting or separate
opinion, and any statements which in the Committee’s view should be included in
the minutes.
4) The Committee shall deliberate in closed session and all aspects of its deliberations
shall remain confidential.
