® SOUTHERN AFRICAN DEVELOPMENT COMMUNITY "Stakeholder" means any Government Department or Agency, Corporation, Organisation, Individual or other legal or commercial entity having an interest in the furtherance of the specific or broad objectives of any SADC legal instrument; "Summit" means the Summit of the Heads of State or Government of SADC established by Article 9 of the Treaty; "TCU" means the Tourism Coordinating Unit of SADC; "Travel document" means a valid passport or other document used to identify a traveller which contains personal particulars and a clear photograph of the holder, issued by or on behalf of the government of a Member State of which the holder is a citizen and on which endorsements may be made by immigration authorities and shall include a laissez-passer or border pass approved by the Council; "Treaty" means the Treaty establishing SADC; "Tribunal" means the Tribunal as established under Article 9 of the Treaty; "Visitor" means any person traveling to a place other than that of his/her usual environment for less than 12 months and whose main purpose of trip is other than the exercise of an activity remunerated from within the place visited; "WTO" means World Tourism Organisation "WTTC" means World Travel and Tourism Council Chapter II ARTICLE2 OBJECTIVES The objectives of this Protocol are: ) 1. To use tourism as a vehicle to achieve sustainable social and economic development through the full realisation of its potential for the Region; 2.
