Acceptance of this Convention by the Syrian Arab Republic and ratifica tion of it by its Government shall in no way signify recognition of Israel and cannot have as a result the establishment with the latter of any contact governed by the provisions of this Convention. B. The Syrian Arab Republic con siders that article 81 is not in conformity with the aims and purposes of the Con vention in that it does not allow all States, without distinction or discrimina tion, to become parties to it. C.
