The Complainants allege that the fourth Victim, Lotfy Ibrahim Khalil, a 23-year­ old air conditioning and cooling technician was arrested, blindfolded and taken to an unknown location, on 19 April 2015 but was not presented to the Public Prosecution until 76 days after his arrest. They further allege that he was shown a photo and asked if he was in the photo and that when he denied it, he was beaten, tortured with electric shocks to his testicles, and threatened with the rape of his mother and sister. They allege that due to the severity of the torture, the Victim was forced to confess to crimes he did not commit. 8. The Complainants aver that on 10 October 2016, the Human Rights Monitor issued a statement titled "Death Sentences against Political Opponents in Egypt" in which it appealed to the Egyptian Government to stop the implementation of these death sentences especially those issued before military courts and called for a retrial of the accused before a civil court. However, the Egyptian Minister of Defence ratified the sentences, which the accused were forced to sign, in order to begin their schedule of appeal. 9. The Complainants further allege that the Victims were prevented from communicating with their families and lawyers during the time they forcibly disappeared and that they were subjected to the worst kinds of physical and emotional torture. Articles alleged to have been violated: 10. The Complainants allege violation of Articles 1, 2, 3, 4, 5, 6, 7, 8, 19, 60, 61 and 16 of the African Charter. Prayers: 11. The Complainants call on the African Commission on Human and Peoples' Rights (African Commission) to: a. Issue a ruling to compel the Egyptian Government to abolish death sentences imposed on the Victims as they were issued by a military court; b. Request the formation of an international court with neutrality and integrity to be based outside Egypt for the trial of the Victims on the charges that the coup authority fabricated against them; and c. Rule that the Egyptian authorities must award compensation to the Victims for all that has been committed against them equivalent to cash amount of 50 million US Dollars, being compensation for all the harm that had happened to them.
