14 l I 2. The composition, powers, functions and organization of the PanAfrican Parliament shall be defined in a protocol relating thereto. Article 18 The Court of Justice 1. A Court of Justice of the Union shall be established; 2. The statute, composition and functions of the Court of Justice shall be defined in a protocol relating thereto. Article 19 The Financial Institutions The Union shall have the following financial institutions whose rules and regulations shall be defined in protocols relating thereto: (a) (b) (c) The African Central Bank; The African Monetary Fund; The African Investment Bank. Article 20 The Commission 1. There shall be established a Commission of the Union, which shall be the Secretariat of the Union. 2. The Commission shall be composed of the Chairman, his or her deputy or deputies and the Commissioners. They shall be assisted by the necessary staff for the smooth functioning of the Commission. · 3. The structure, functions and regulations of the Commission shall be determined by the Assembly.
