At  international  level,  the  SADC  Water  Sector  is  guided  by  the  following  key  policy  and  legal  provisions, which will be discussed in detail in Section 2 below:             The Copenhagen Declaration (1991);  The Dublin Principles (1992);  Agenda 21 of the UN Conference on Environment and Development (1992);  The UN Convention of the Law of Non‐navigational Uses of International Watercourses (1997);  and  The MDGs (2000).  10
