Goals Does the goal of the proposed project reflect the needs of both men and women? Does it seek to address gender issues and gaps through addressing the practical needs of men and women, or does it also seek to address strategic gender interests by transforming the societal institutions (social and other) that perpetuate gender inequality? Target groups Do women as well as men benefit from the programme? Objectives Do the objectives of the project address needs of both women and men? Activities Do planned activities involve men and women? Are any additional activities needed to ensure that the gender perspective in the project is explicit (e.g. gender training, additional research, etc.)? Indicator key questions Have key questions been developed to measure progress towards the fulfilment of each project objective? Do these indicators also measure the gender aspects of each objective? Are indicators gender disaggregated? Are there targets to ensure a sufficient level of gender balance in project activities (e.g. quotas for male and female participation)? Implementation Who will implement the planned project? If partners are involved, are they knowledgeable about gender? Do they have tools and methodologies to implement in a gender-aware way? Will both women and men participate in implementation? Monitoring and Evaluation Does the project’s monitoring and evaluation include a gender perspective? Will it examine both the content and process of the project? Risks Have stereotypes or organisational barriers preventing the full participation of women or men in the project been considered? Also, has the potential negative impacts of the project on men and women been considered? Budget Have financial inputs into the project been checked to ensure that both men and women, including vulnerable groups such as people with disabilities, the elderly, child-headed households, etc, will benefit from the planned project? Has the need to provide gender training or to engage short-term gender experts been included in the project budget? Partners Do partners involved in the project have the capacity to work on gender aspects? Annexes Is relevant information on key gender aspects included in annexes to the project information? Best practice Are communication, documentation and learning strategies for informing and sharing with various audiences about the existence, progress and results of the project from a gender perspective developed?
