Member States accept as equivalent technical regulations of other Member States, even if these
regulations differ from their own, provided that they adequately fulfil the objectives of their
regulations.
5.
A Member State shall, upon request of another Member State, seek through appropriate
measures, to promote the compatibility of specific standards or conformity assessment
procedures that are maintained in its territory, with the standards of conformity assessment
procedures maintained in the territory of other Member States.
Article 18
ANTI-DUMPING MEASURES
Nothing in this Protocol shall prevent any Member State from applying anti-dumping measures which
are in conformity with WTO provisions.
Article 19
SUBSIDIES AND COUNTERVAILING MEASURES
1.
Member States shall not grant subsidies which distort or threaten to distort competition in the
Region.
2.
Notwithstanding paragraph 1 of this Article, a Member State may continue to apply a subsidy
in accordance with Article III.
3.
A Member State may, for the purposes of offsetting the effects of subsidies and subject to
WTO provisions, levy countervailing duties on a product of another Member States.
4.
Notwithstanding the provisions of paragraph 1 of this Article, a Member State may introduce a
new subsidy only in accordance with WTO provisions.
