“Intervener” means a Partner State, the Secretary General or a resident of a Partner State not a
party to a case before the Court, that is permitted to intervene in a case in accordance with
Section VIII;
“Judge” means a Judge of the Court serving on the First Instance Division or the Appellate
Division;
“National Court” means a court of competent jurisdiction in a Partner State;
“National day” means the Independence day in the Republic of Burundi, Jamhuri day in the
Republic of Kenya; the Independence day in the Republic of Rwanda; the Union day in the
United Republic of Tanzania andthe Independence day in the Republic of Uganda; and
“Notification” means a notice of claim issued by the Court in accordance with sub-rule (1) of Rule
26 of these Rules;
“Official holiday” includes the national days of the Partner States as well as New Year’s Day, Idd
el Fitr, Idd el Haj, Good Friday, Easter Monday, Labour Day, Christmas and Boxing Day;
“Pleading” includes any document lodged by or on behalf of a party relating to a matter or any
case before the Court;
“President” means the President of the Court;
“Principal Judge” means Principal Judge of the Court;
“Registrar” means the Registrar of the Court or other officer acting on his behalf;
“Registry” means the Court registry and sub-registry;
“Representative” means a person that is empowered to stand or act for another;
“Rules” means these Rules as may from time to time be amended;
“Treaty” means the Treaty for the Establishment of the East African Community;
“Vice-President” means the Vice-President of the Court.
Rule 3: Computation of time

Any period of time fixed by these Rules or by any order of the Court for doing any act shall be
reckoned as follows;
(a)
where a period is to be calculated from the moment at which an event occurs or an action
takes place, the day during which that event occurs or that action takes place shall not be
counted as falling within the period in question; and the period shall end with the expiry of
the last day of the period;
(b)
periods shall include official holidays, Sundays and Saturdays;
(c)
periods shall not be suspended during the Court vacations;
(d)
if a period would otherwise end on a Saturday, Sunday or an official holiday, it shall be
extended until the end of the first following working day.
For purposes of this Rule a declared public holiday in the Partner State shall be an official holiday
in respect of that Partner State.
