a.
anticipate and prevent disputes and conflicts, as well as
policies that may lead to genocide and crimes against
humanity;
b.
undertake peace-making and peace-building functions to
resolve conflicts where they have occurred;
c.
authorize the mounting and deployment of peace support
missions;
d.
lay down general guidelines for the conduct of such missions,
including the mandate thereof, and undertake periodic reviews
of these guidelines;
e.
recommend to the Assembly, pursuant to Article 4(h) of the
Constitutive Act, intervention, on behalf of the Union, in a
Member State in respect of grave circumstances, namely war
crimes, genocide and crimes against humanity, as defined in
relevant international conventions and instruments;
f.
approve the modalities for intervention by the Union in a
Member State, following a decision by the Assembly, pursuant
to article 4(j) of the Constitutive Act;
g.
institute sanctions whenever an unconstitutional change of
Government takes place in a Member State, as provided for in
the Lomé Declaration;
h.
implement the common defense policy of the Union;
i.
ensure the implementation of the OAU Convention on the
Prevention and Combating of Terrorism and other relevant
international, continental and regional conventions and
instruments and harmonize and coordinate efforts at regional
and continental levels to combat international terrorism;
j.
promote close harmonization, co-ordination and co-operation
between Regional Mechanisms and the Union in the promotion
and maintenance of peace, security and stability in Africa;
