settlement, any one of the States Parties may refer the dispute to the
International Court of Justice in conformity with the Statute of the Court
or by arbitration by other States Parties to this Convention.
Article 23
The original of this Convention, of which the Arabic, English,
French and Portuguese texts are equally authentic, shall be deposited with
the Secretary General of the Organization of African Unity.
