2. The same rule shall apply to any proceeding that the Court
decides to conduct or order in the territory of a State Party to a
case.
3. When the performance of any of the measures referred to in the
preceding paragraphs requires the cooperation of any other State,
the President shall request the government concerned to provide the
requisite assistance.
CHAPTER II: WRITTEN PROCEEDINGS
Rule 33
Access to the Court
1. Pursuant to the provisions of articles 5 and 34 (6) of the Protocol,
the following are entitled to submit cases to the Court:
a. The Commission;
b. The State Party which has lodged an application to the
Commission;
c. The State Party against which an application has been
lodged at the Commission;
d. The State Party whose citizen is a victim of a human rights
violation;
e. An African Intergovernmental Organization;
f. An individual or a Non-Governmental Organization which
has observer status before the Commission provided the
requirements of article 34(6) of the Protocol are met.
2. In accordance with article 5(2) of the Protocol, a State Party
which has an interest in a case may submit a request to the Court
to be permitted to join in accordance with the procedure established
in Rule 53 of these Rules.
