FACTS
The plaintiff is a citizen of the Federal Republic of Nigeria, a member State of the
Economic Community of West African States. A trader on part-time basis at Wuse
Market, Abuja and also a student of Gremio De Y Modistas Valentia, Spain.
The Defendant is a Member State and signatory to the African Charter on Human
and Peoples' Rights.
The Plaintiff avers that on the 14th March 2014, on his return to Nigeria from Lome,
he was stopped for a routine check by the Defendants' police officers at Hillacondji
border. After submitting his passport to the officers for the routine check, the
Defendants' Police officers demanded a gratification in the sum of 300 CFA before
