a gender perspective across all policies, plans and programmes. States
Parties should also take corrective actions to address discrimination and
should commit to modifying social and cultural patterns in diverse ways.
Develop and implement national action plans and early
warning programmes
[51] States Parties should develop and implement national strategies
and comprehensive action plans to combat child marriage. National
action plans should be well resourced, coordinated at the highest levels
of government and fully inclusive of Civil Society, women, children,
all relevant state departments, the public, human rights organisations
and other international bodies and donors. A multi-sectoral approach
should be applied to the design, drafting and implementation of
plans. The content of national action plans should include prevention,
early warning programmes (hotlines and rescue-squads), provision
of shelters, support to women and girls already married, peer and
community monitoring mechanisms, provisions around monitoring
and evaluation and the collection of gender-disaggregated data relevant
to child marriage. An efficient communication strategy to publicise the
national action plan should also be developed.
[52] States Parties are encouraged to support Civil Society
initiatives and partnerships invested in empowering communities
and girls at risk of child marriage. States Parties are further
