PALI, and two of his colleagues, who confiscated his purse and cellular telephone immediately, and labelled him a thief, a newly arrived rich man in town, and above all, an enemy of the State; 13. While continuing his statements, he averred that he was indicted on 17 January 2006, on the charges of abuse of trust, a committal order was issued against him the same day, and he was detained at the prison civile in Lomé for fourteen (14) months and nine (09) days in inhuman and degrading conditions. 6
