The Applicant states that he officially submitted a letter to the Ministry in charge of natural disasters requesting that the verbal decision of the municipal authority’s representative ordering him to stop the repair work, be annulled and that he be allowed to continue repairing his house. Nevertheless, intelligence officers were sent to stop the work and asked the Applicant to report to the police the following day, that is, 1 May 2013 at 10:00 am. . 6.
