The latter has not taken account of this embarrassing incident to high authorities, who consequently instructed the Deputy Executive Secretary (Administration & Finance) and certain members of staff to issue a query to the Director of Administration to identify the source of the circumstances leading to the circulation of the said documents. .. 31. Thus, following the replies received and in accordance with Article 60 (e) of the Staff Regulations, the Director of Administration was suspended by an official notice dated 19/07/04. 32. By directive ES/DIR.1/07/04 dated 19/07/04, an ad hoc Commission of Enquiry was formed to look into the incident of 14/07/04. 33. Several fruitless summonses were made to the residence of the Director of Administration to get her to appear before this ad hoc Commission. 34. After which a new query was sent to her; but again, without any answer from her. This last query sent to her was to find out the reasons why she was not available to receive the summonses, whereas she had been invited to make herself available to the Commission. 35. That was why faced with the refusal of Madam Oyemade to appear before the Commission of Enquiry, a mail dated 01/08/04 was addressed to the Minister of Integration and Cooperation of Nigeria, for information; and at the same time, the Joint Advisory Committee on Appointments, Promotions and Discipline of professional staff was constituted. 36. The Applicant, assisted by her counsel Adebayo Esq., participated in the meetings of 24 and 27 August 2004 of the said Committee which declared her guilty of the facts brought against her, and recommended in its report that she be dismissed and relieved of the post of Director of Administration at the ECOWAS Secretariat. • 37. That it is on the basis of the conclusions and recommendations of the Committee, in the exercise of its prerogatives as enshrined in the Revised Treaty and in the ECOW AS Staff Rules and Regulations that the contract of Madam Oyemade was terminated as Director of Administration, ECW/Per/01.00018.D/ES/172 and dated 02.09.04. by letter referenced No ,
