VIII. OPERATIVE PART 62. For these reasons, THE COURT, On jurisdiction Unanimously, i. Dismisses the objections to its jurisdiction; ii. Declares that it has jurisdiction. On admissibility Unanimously, iii. Dismisses the objection based on non-exhaustion of local remedies; By a majority of nine (9) for, and one (1) against, Justice Chafika BENSOULA having issued a declaration, iv.
