The Applicant is a Nigerian citizen and a retired Colonel of the Nigerian Army who upon retirement was made the Managing Director of the Nigerian Minting and Printing Company. He was subsequently appointed by the immediate past President of the Federal Republic of Nigeria (the Defendant) as the National Security Adviser to the Federal Republic of Nigeria, an office he held until removed in July, 2015 by the present administration. The Defendant is a Member State of the Economic Community of West African States (ECOWAS) and a signatory to its Treaty, Protocols, Directives and Regulations as well as the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and the African Charter on Human and Peoples’ Rights. 3
