The burden of proof was on the Complainant to prove that he attempted to exhaust local remedies, but domestic courts lacked independence and offered no relief. 22. From the above, it is evident that the Complainant has not presented new evidence or compelling reasons to warrant a review of the Commission’s decision. Decision of the Commission 23.
