African Commission on Human and Peoples’ Rights \27 PART 6 IMPLEMENTATION 25. Implementation measures 25.1. In accordance with Article 1 of the African Charter, States must adopt legislative, administrative, judicial and other measures to give effect to the Charter, and should take into account these Guidelines to ensure that the rights and obligations contained herein are guaranteed in law and practice, including during conflict and states of emergency. State Parties are encouraged to adopt or review existing legislative, administrative and other provisions to assess compatibility with these Guidelines, and to repeal laws that violate the rights enshrined in the African Charter. 25.2. State Parties are encouraged to disseminate these Guidelines to law enforcement officials, and other state security and justice agencies, Ombudsmen, National Human Rights Institutions, National Preventative Mechanisms, statutory oversight authorities, the civil authority responsible for receiving notification of assemblies, and civil society. 26. Application State Parties remain responsible for ensuring that the provisions of the African Charter, these Guidelines, other relevant instruments developed by the African Commission pursuant to the Charter and other international human rights standards are applied to the policing of assemblies. 27. Training State Parties must ensure that all officials who are involved in the facilitation or management of assemblies are properly trained in relation to the provisions of these Guidelines. The provisions of these Guidelines and other instruments developed by the African Commission pursuant to the States’ obligation to popularise the African Charter pursuant to Article 25 should be incorporated into the curricula of all basic and in-service training for relevant public officials. 28. Reporting State Parties shall provide information on national compliance with these Guidelines in their periodic reports to the African Commission pursuant to Article 62 of the African Charter.
