THE ALLIANCE FOR HUMAN RIGHTS) V. THE ARAB REPUBLIC OF EGYPT
SUMMARY OF THE COMPLAINT
1. The Secretariat of the African Commission on Human and Peoples' Rights (the
Secretariat) received the Complaint on 04 April 2016 from Abdullah Ahmad
Mohammad Al-Haddad, the son of the Victim." and Alliance for Human Rights (AED)
(the Complainants), brought on behalf of Mr. Essam Ahmed Mahmoud El-Haddad
(the Victim).
2. The Complaint is submitted against the Arab Republic of Egypt (the Respondent
State), a State Party to the African Charter on Human and Peoples' Rights (the African
Charter}?
3. The Complainants submit the Victim is an Egyptian national who was born in 1954.
It is submitted that the Victim was working as the assistant to the President-elect,
Mohammed Morsi, when he was forcibly disappeared from his workplace on 03 July
2013, the same day the military coup took place. The Complainants submit that no
one knew of the Victim's whereabouts for a period of one hundred and sixty-four
(164) days, and further submit that his family later learnt that he was detained in the
Republican Guard club.
4. The Complainants submit that the Victim was detained without investigation,
without authorisation from the Public Prosecutor and without being charged.
5. The Complainants aver that the Victim did not know of the charge fabricated against
him" on "the issue of communicating with the Gaza Strip in Palestine," and further
that the Public Prosecution" did not check with him on this issue or other issues." The
Complainants aver that the Victim found himself on trial for" trumped up charges"
which he did not know anything about.

6. The Complainants submit that the case fabricated against the Victim is the following:
"communicate with the elected government of Palestine in order to" perpetrate
"terrorist acts in Egypt, the aim of the fall of Egypt."3
