Figure 2.2: Mean Annual Rainfall distribution across the SADC region. Source: SADC 2007    The  SADC  Water  Division,  through  continued  extensive  national  and  regional  consultations,  undertook  this  and  a  position  paper  was  prepared  in  February  2006,  which  clearly  expresses  the  views  and  reservations  of  SADC  to  the  WCD  Report.  The  SADC  position  is  quite  clear  and  gives  guidance to the development of dams and related water infrastructure in the SADC region.      18
