Case Head Notes: The communication was brought on behalf of women who were civil parties in the Basele Lututula (alias Colonel Thom's) and Others case in the Democratic Republic of the Congo. The complainants alleged that the Respondent State had failed to protect and provide effective remedies for serious human rights violations arising from the acts committed by the accused. After considering the communication, the African Commission found the Democratic Republic of the Congo internationally responsible for violations of the African Charter and ordered a range of individual and general measures to ensure accountability, reparations, and guarantees of non-repetition
