4.4 Technical Assistance
The SADC Secretariat shall identify the existing gaps in the technical capacities
and Technical Assistance (TA). Procurement of TA shall be demand-driven and
responsive to the Capacity Development Framework. The Secretariat shall develop
guidelines on TA solicitation, recruitment, contracting/procurement, management,
monitoring of performance and evaluation.
5 PILLAR 2: CAPACITY FOR RESOURCE MOBILISATION
The SADC Secretariat shall establish a Resource Mobilisation Committee (S-RMC)
with a mandate to support the processes necessary to implement resource
mobilization activities and oversee the Secretariat’s efforts in obtaining resources
from ICPs, in line with the SADC SPME.
SADC resource mobilisation framework and guidelines shall indicate how to
strengthen efforts made by the Secretariat in coordinating and mobilising financial
and technical resources from cooperating partners to support the implementation
of priorities as defined in the RISDP and SIPO plans. Resource mobilisation plans
synchronized with the planning cycle will constitute important work-plans that
support the implementation of the SADC MTS and guide the negotiation and
interaction with ICPs.
