3 ÇAKICI v. TURKEY JUDGMENT 6. At the Court’s invitation (Rule 99), the Commission delegated one of its members, Mrs J. Liddy, to take part in the proceedings before the Grand Chamber. 7. In accordance with the President’s decision, a hearing took place in public in the Human Rights Building, Strasbourg, on 24 March 1999. There appeared before the Court: (a) for the Government Mrs D. The applicant, Mr İzzet Çakıcı, is a Turkish citizen who was born in 1953 and is at present living in Diyarbakır in south-east Turkey. His application to the Commission was brought on his own behalf and on behalf of his brother Ahmet Çakıcı, who, he alleges, has disappeared in circumstances engaging the responsibility of the State.
