SADC Financial Regulations Effective 1 April 2013 Part  II  -­‐  Responsibilities   Regulation  4  -­‐  Council     1. The Constitution of the Council and its responsibilities shall be in accordance with Article 11 of the Treaty. Council shall specifically oversee the implementation of the policies of SADC and its programmes. 2.
