iii) The Committee of Senior Officials may, from time to time, seek the advice of prominent individuals preferably those who are citizens of SADC Member States on issues related to the Protocol and its implementation. b) 4 5 to perform such other functions as may be assigned to it by the Committee of Ministers. The Secretariat shall have the following functions:a) to provide technical and administrative support services to the sub-Sector and its technical committees; b) to co-ordinate the day to day operations of the sub-Sector; c) to facilitate the implementation of this Protocol and monitor its implementation; d) to implement the decisions of the Committee of Ministers; e) to organise and manage the meetings of the sub-Sector and its Committees; f) to undertake any other functions which it may be called upon to perform by the Committee of Ministers. Each organ shall determine its own rules of procedure. ARTICLE 13 COMPOSITION AND FUNCTIONS OF THE TECHNICAL COMMITTEES 1) The Technical Committees established by Article 11 shall comprise the following:(a) The Technical Committee on Basic Education which shall consist of one representative from each Member State in at least one of each of the following categories:i) Ministry official responsible for Basic Education; ii) primary or secondary school teacher educator; iii) non-governmental organisations with a key stake.in basic education. iv) teacher organisations; v) private sector; vi) student organizations; and the general function of the Committee shall be to deal with matters of co-operation agreed under the Protocol in the area of basic education. 23
