Rule 25
Quorum
1. The quorum of seven (7) Judges stipulated under Article 23 of the Protocol shall
apply to all sittings of the Court.
2. The quorum of the Court shall be constituted at the beginning of every sitting.
Rule 26
Committees and Working Groups
1. The Court may establish such committees and working groups to facilitate its work
as it deems necessary, taking into account, as much as possible, representation
of gender, language and regions.
2. Where the Court establishes a committee or a working group pursuant to sub-Rule
1 of this Rule, any recommendation adopted by the committee or the working
group shall be submitted to the Court for its endorsement.
Rule 27
Official and Working Languages
1.
The official languages of the Court shall be Arabic, English, French,
Portuguese, Spanish, Kiswahili and any other African language.
2.
The working languages of the Court shall be Arabic, English, French and
Portuguese.
3.
Notwithstanding the provisions of sub-Rules 1 and 2 of this Rule, the
Court may permit any person appearing before it to use a language of his or
her choice, if it is shown that he or she does not have sufficient knowledge of
any of the working languages of the Court. In such instance, the Court shall
make the necessary interpretation and translation arrangements. The costs for
such interpretation and translation shall be borne by the Court.

Any interpreter or translator used for the implementation of sub-Rule 3 of this
Rule or any other outsourced interpretation or translation services under Rule
27 shall take an oath or make a solemn declaration undertaking to discharge
