4. For purposes of this Article, the Partner States shall use the Harmonised Customs Commodity Description and Coding System referred to in Article 8 of this Protocol. ARTICLE 13 Non-tariff Barriers 1. Except as may be provided for or permitted by this Protocol, each of the Partner States agrees to remove, with immediate effect, all the existing nontariff barriers to the importation into their respective territories of goods originating in the other Partner States and, thereafter, not to impose any new non-tariff barriers. 2. The Partner States shall formulate a mechanism for identifying and monitoring the removal of non-tariff barriers. 16
