The Centre for Human Rights, University of Pretoria (hereinafter referred to as “CHR”) is on the one hand, an academic department of the Faculty of Law, University of Pretoria, and on the other hand, a non-governmental organisation (hereinafter referred to as “NGO”). The CHR was granted observer status before the African Commission on Human and Peoples’ Rights (hereinafter referred to as “Commission”) on 10 December 1993.2 2. The Institute for Human Rights and Development in Africa (hereinafter referred to as “IHRDA”), is a “Pan-African NGO” based in Banjul, The Gambia.
