C. Duties to Victims: States shall, in addition to their other duties to victims set out in these Principles and Guidelines, seek out justice for the victims of terrorism through effective official investigations whenever individuals have been killed or seriously injured as the direct or indirect result of an act of terrorism, with a view to securing accountability and learning lessons for the future. States shall also ensure that victims of terrorism have the right to form representative organizations whose rights to freedom of association and expression must be fully guaranteed. D. Definition of Terrorism Victim: The following persons are to be considered as victims of terrorism: (a) individuals who have been killed or suffered serious physical or psychological injury through the commission of an act of terrorism (direct victims); (b) the next-of-kin or dependants of a direct victim (secondary victims); (c) innocent individuals who have been killed or suffered serious injury indirectly attributable to an act of terrorism (indirect victims); and (d) potential future victims of terrorism.
