Article 11
Obligations of States Parties relating to Sustainable Return,
Local Integration or Relocation
1.
States Parties shall seek lasting solutions to the problem of displacement by
promoting and creating satisfactory conditions for voluntary return, local
integration or relocation on a sustainable basis and in circumstances of
safety and dignity.

States Parties shall enable internally displaced persons to make a free and
informed choice on whether to return, integrate locally or relocate by
consulting them on these and other options and ensuring their participation
in finding sustainable solutions.

States Parties shall cooperate, where appropriate, with the African Union
and international organizations or humanitarian agencies and civil society
organizations, in providing protection, and assistance in the course of finding
and implementing solutions for sustainable return, local integration or
relocation and long-term reconstruction.

States Parties shall establish appropriate mechanisms providing for
simplified procedures where necessary, for resolving disputes relating to the
property of internally displaced persons.
5.
States Parties shall take all appropriate measures, whenever possible, to
restore the lands of communities with special dependency and attachment
to such lands upon the communities' return, reintegration, and reinsertion.
Article 12
Compensation
1.
States Parties shall provide persons affected by displacement with effective
remedies.
2.
States Parties shall establish an effective legal framework to provide just
and fair compensation and other forms of reparations, where appropriate, to
internally displaced persons for damage incurred as a result of
displacement, in accordance with international standards.
3.
A State Party shall be liable to make reparation to internally displaced
persons for damage when such a State Party refrains from protecting and
assisting internally displaced persons in the event of natural disasters.
