Complaint
1. The author of the communication, Mr. Nziwa Buyingo, citizen of Za?re, alleges that he was on 28
December 1987, subjected to arrest, arbitrary detention, torture and extraction of money by Ugandan
sodiers in Kisoro, Uganda.
2. He alleges that his rights under Articles 5, 6, 12 and 14 under the African Charter on Human and
Peoples' Rights have been violated.
Finding
3. The Commission has since 1988 failed to get any response from the Complainant on whether or not he
has had recourse to local remedies as required by Article 56 (5) of the Charter and Rule 103 (1) (f) of the
Rules of Procedure.
4. The Commission accordingly declares the communication inadmissible.
