SADC Financial Regulations Effective 1 April 2013
“Deputy Executive Secretary (Finance and Administration)” (“DES-FA”)
means the Deputy Executive Secretary appointed under Article 10 (7) of the Treaty
“to strategically and effectively lead, direct and manage the provision of corporate
support services, i.e. human resources management, financial administration, legal
services, information communications technology and other administrative
services within the SADC Secretariat.”;
“Deputy Executive Secretary (Regional Integration)” (“DES-RI”) means the
Deputy Executive Secretary appointed under Article 10 (7) of the Treaty “to
strategically and effectively lead and manage the implementation of SADC
Regional Integration Programmes”;
“Development Partner” (“DP”) means any donor institution, governmental or
quasi governmental organisation contributing finance for development of areas
covered by the SADC mandate or objectives;
“Director” means the Head of a Directorate;
“Director of Budget and Finance” (“DBF”) means the Director appointed by the
Executive Secretary “to facilitate an efficient and effective administration and
reporting on the utilisation of resources at the SADC Secretariat”. The DBF is the
functional head of the budget and finance directorate and principal financial
advisor to Management;
“Estimates” means the statements of the proposed SADC revenues and
expenditure in any financial year which when approved becomes the annual
budget;
“Executive Secretary” is the head of the secretariat appointed in accordance
with Article 14(2) of the Treaty.
“Extra Budgetary Expenditure” means any expenditure outside of a budget
approved by Council;
“Financing Agreement” means any agreement between SADC and any
Development Partner that contributes finance for development of areas covered
by the SADC mandate or objectives;
“Finance Officer” means an officer within the Budget and Finance Directorate
appointed as Finance Officer by the Executive Secretary to perform a delegated
function in support of the DBF’s role to enable him/her discharge his/her
responsibilities;
