Holds that the Respondent State did not violate the right to equal
access to the public service under 13(2) of the Charter read jointly
with Article 25(c) of the ICCPR;

Holds that the Respondent State did not violate the right to equal
advancement to a higher rank without regard to any consideration
other than seniority and competence, as provided for in Article 15
of the Charter and Article 7(c) of the ICESCR;
vii.
Holds that the Respondent State did not violate the Applicant’s right
to education protected under Article 17(1) of the Charter read jointly
with Articles 13(2)(c) of the ICESCR and 1 of the UNESCO
Convention against discrimination in education.
