1.3.3 The policy framework is a tool for policy makers at regional and national levels. As such it will specifically:  Inform and give guidance to the SADC Water Division, in particular, and other sectors in general in coordinating the development of the water sector in the SADC region.  Inform and give guidance to SWCIs and Member States in the management of shared watercourses.  Give guidance for harmonising national water policies and management of water resources in Member States.  Give guidance for implementing water resources activities by all stakeholders (private sector, NGOs and civil society) and other interested parties such as cooperating partners -5-
