The travel document referred to in article 28 of this Convention shall indicate that the holder is a stateless person under the terms of the Convention of 28 September 1954. 2. The document shall be made out in at least two languages, one of which shall be English or French. 3. The Contracting States will consider the desirability of adopting the model travel document attached hereto. Paragraph 2 Subject to the regulations obtaining in the country of issue, children may be included in the travel document of a parent or, in exceptional circumstances, of another adult. Paragraph 3 The fees charged for issue of the document shall not exceed the lowest scale of charges for national passports.
