Rules of Procedure of Parliament, the admissibility or otherwise of
papers brought to the Parliament;

3. RESIDENCE OF THE SPEAKER
Pending the election of Representatives by citizens of Member States, the
Speaker shall not be resident at the Seat of Parliament.
