THE COURT,
Unanimously
On jurisdiction
i.
Dismisses the objection to its material jurisdiction;
ii.
Declares that it has jurisdiction.
On admissibility
By a majority of Nine Judges (9) for, and One Judge (1) against,
iii.
Upholds the objection to admissibility on the basis that the
Application was not filed within a reasonable time in respect of the
First Applicant;
iv.
Declares that the Application is inadmissible in respect of the First
Applicant;

Dismisses the objection to admissibility on the basis that the
Application was not filed within a reasonable time in respect of the
Second Applicant;
