In the exerciseof its legal personality underthisArticle, the Community shall be represented by the Executive Secretary. 4. The privilegesand immunities to be recognised and grantedby the MemberStates to theofficials of theCommunity, itsinstitutions andtheirrespective headquarters shall be as providedfor in the General Convention on Privilegesand Immunities of the Community and the Headquarters Agreements. ARTICLE 89 ENTRY INTO FORCE AND RATIFICATION This Treaty andtheProtocols which shall form anintegral partthereof shall respectively enter into force, upon ratification by at least nine signatory States, in accordance with the Constitutional procedures of each signatory State. ARTICLE 90 AMENDMENTS AND REVISIONS 1. Any Member State may submit proposalsfor the amendment or revision of this Treaty. 2. Any such proposals shall besubmitted tothe Executive Secretary who shall notify other Member States thereof not later than thirty (30) days after the receipt of such proposals. Amendments orrevisions shall not beconsidered bythe Authority unless Member States shall have been given at least three months notice thereof. 3. Amendments or revisions shall be adopted by theAuthority in accordance with the provisions ofArticle 9 ofthis Treaty and shall besubmitted forratification by all Member States in accordance with theirrespective constitutional procedures. They shall enterintoforce in accordance with Article 89 of thisTreaty. ARTICLE 91 WITHDRAWAL 1. Any Member Statewishing to withdraw from the Community shall give to the ExecutiveSecretaryone year's noticein writingwho shall inform Member States thereof. At the expiration of this period, if such notice is not withdrawn, such a State shall cease to be a member of the Community. During the period of one year referred to in the preceding paragraph, such a Member State shall continue to comply with the provisions of this Treaty and shall remain bound to discharge its obligations under this Treaty. 48
