INTERPRETATION
Article
16
State Parties undertake to refer all disputes over the interpretation,
implementation and validity of this Pact to the Court of Justice,
without prejudice to the competence of the Peace and Security
Council.

State Parties involved in any dispute shall first seek a solution by
negotiation, inquiry, mediation, conciliation, arbitration, judicial
settlement, or resort to regional and continental mechanisms or
arrangements, or other peaceful means.
