ARTICLE 23 Waiver of Obligations 1. Notwithstanding any provision in this Protocol, and in case of an emergency, a State Party may apply to the CMT for a waiver of the obligations under this Protocol. 2. An application for a waiver within the meaning of paragraph 1 of this Article shall: (a) identify the obligations in respect of which the waiver is required; (b) set out the circumstances justifying the grant of the waiver; and (c) indicate the period for which the waiver is required. 3. The CMT may require the applicant to furnish such additional information as it may specify. 4. Where the CMT agrees by consensus that the waiver should be granted, it shall, within 90 days, determine the maximum duration of the waiver, subject to such terms and conditions as the CMT may determine. 5. A State Party which has been granted a waiver within the meaning of paragraph 1 of this Article shall: (a) at the termination of the period of the waiver, remove the restrictions and notify the CMT, or (b) where the State Party removes the restrictions before the end of the period of the waiver, notify the CMT accordingly. PART FIVE Institutional Arrangements and Dispute Settlement Provisions ARTICLE 24 InstitutionalArrangements 1. The institutional mechanisms for the implementation of this Protocol shall comprise the CMT, the Committee of Senior Officials and the TNFServices. 2. The CMT shall be responsible for trade matters including the following: (a) supervision of the implementation of this Protocol; (b) supervision of the work of any committee or sub-committee established under this Protocol. 17
