ARTICLE 22 Security Exceptions on Trade in Services   1.   Nothing in this Part shall be construed:  (a) to  require  any  Partner  State  to  furnish  any  information,  the  disclosure  of  which  it  considers  contrary  to  its  essential  security interests;     (b) to prevent any Partner State from taking any action which it  considers necessary for the protection of its essential security  interests:    (i)  relating to the supply of services carried out directly or  indirectly  for  the  purpose  of  provisioning  a  military  establishment;  (ii)  relating  to  fissionable  and  fusionable  materials  or  the  materials from which they are derived;      (iii)  2. taken  in  time  of  war  or  other  emergency  in  international relations; or    (c) to  prevent  any  Partner  State  from  taking  any  action  in  pursuance of its obligations under the United Nations Charter  for the Maintenance of International Peace and Security.    The  Partner  States  shall,  to  the  fullest  extent  possible,  inform  the  Council  of  measures  taken  under  subparagraphs  (b)  and  (c)  of  paragraph 1 and of their termination.    ARTICLE 23 Implementation of the Free Movement of Services 1.   The  implementation  of  Article  16  of  this  Protocol  shall  be  progressive and in accordance with the Schedule on the Progressive  Liberalisation of Services, specified in Annex V to this Protocol.    26
