J) “Dispute” means any conflict between two or among several Member States or within a Member State, which constitutes a threat to peace and security, or a breach of the peace and security within the African Union, as determined by the Assembly of Heads of State and Government or the Peace and Security Council; k) “Human Security” means the security of the individual in terms of satisfaction of his/her basic needs.
